Call For Experts, Researchers and Policy Analysts To Produce Policy Briefs and White Papers

The Institute for War and Peace Reporting (IWPR) Central Asia office invites experts, researchers and policy analysts to collaborate with local civil society organizations (CSOs) to produce policy briefs and white papers on priority issues as part of the project “Civil Society for Kazakhstan (CS4K)” project funded by the European Union.

 

The overall objective of the project is to promote fundamental freedoms and rights in Kazakhstan through civil society-led efforts.  The project contributes towards two specific objectives: 1) Build the capacity of civil society organizations (CSOs) to develop local advocacy projects for social change, and 2) Increase support for good governance practices amongst the public and key influencers.

Therefore, IWPR CA is seeking eligible experts to collaborate on the following activities:

 

  1. Policy Briefs

Objective: Leverage evidence gathered from local data collection to develop a robust methodology and produce policy briefs on critical issues identified by Civil Society Organizations (CSOs), in the field of freedoms and human rights, especially the rights of women and youth.

Length: Approximately 8.000-10.000 words

Policy briefs will be produced in close collaboration with local CSOs and IWPR CABAR Editors.

Output: Easily digestible policy briefs disseminated to policymakers, community members, and other stakeholders. Dissemination strategies will be tailored to each paper and may include targeted briefings and presentations at existing forums.

 

  1. White Papers

Objective: Develop white papers that provide an in-depth exploration of the issues addressed in policy briefs, analyzing policy gaps and proposing approaches to address them using your own methodology.

Length: Approximately 20.000-30.000 words

The papers will be produced in close collaboration with the IWPR team and local CSOs.

Output: Comprehensive white papers available on CABAR.Asia, a trusted source with an established audience of 2 million users regionally.

 

Minimum Qualifications:

  1. Educational Background: University degree (BA, MA or PhD) in a relevant field such as Public Policy, International Relations, Human Rights, Political Science, Economics, or Social Sciences.
  2. Professional Expertise: At least 3 years of demonstrated professional expertise in policy analysis, research, or human rights-related thematic areas.
  3. Research Skills: Strong research and analytical skills, with a proven track record of publications in reputable journals, reports, or other platforms related to policy analysis and research.
  4. Language Proficiency: Proficiency in Russian. Working knowledge of Kazakh and English will be an asset.

Service fee:

  • Selected candidates will receive remuneration for their services.
  • Experts may apply individually or as part of a team; however, the remuneration package is fixed for each completed paper.

Scope of work:

  • Relying on the provided data collected by the CSOs, the experts are expected to provide a comprehensive analysis on the key issues identified by the CSOs in the area of human rights with a focus on gender and youth-related issues;
  • Depending on the quality of the collected data, an expert/a team is expected to produce both policy briefs and white papers on the selected issue;
  • Produce high-quality papers that are well-structured and informative, including proposing actionable solutions/recommendations;
  • Collaborate with the CSOs to better understand the local context and identity strategies for dissemination of the results;
  • Collaborate with IWPR CABAR editors for guidance on structure, approach, and content, ensuring the policy briefs/white papers are easily digestible and tailored to the target audienc
