The third edition of the Global Forum against Racism and Discrimination – Race to the top: putting racial equity and justice at the forefront of development agendas – will be held in São Paulo, Brazil, from 29 November to 1 December 2023.

This edition will focus on the importance of placing race at the center of developing and implementing strategies for socioeconomic development. Government officials, including ministers, policymakers, practitioners, academics and members of civil society and artistic communities, will be invited to discuss effective strategies to address systemic racism.

The 2023 issue will mark the launch of the UNESCO Network of Anti-Racism Policy-makers, with the goal of bolstering the development of innovative and inclusive policy solutions towards peace, equity and non-discrimination. It will also be the platform for the release of the UNESCO Global Outlook against Racism and Discrimination, a report that delivers regional viewpoints and data concerning racial discrimination in the digital realm.

UNESCO’s Global Forum against Racism and Discrimination has become a catalytic moment in the international agenda to recognize the facts, gather evidence and provide effective solutions. It was borne out of the “Global Call against Racism” that Member States of UNESCO adopted in the Executive Board in 2020. The Global Call mandated UNESCO to step up its action and called for the development of “a roadmap to strengthen UNESCO’s contribution to the fight against racism and discriminations across its field of competence”.

UNESCO builds on its longstanding work and initiatives, including the Routes of Enslaved Peoples, Master Classes against Racism and Discriminations, the Transforming MEN'talities initiative, the Programme to End Gender Stereotypes, and the Recommendation on the Ethics of Artificial Intelligence. By leveraging its wide scope of partners, including in city networks, civil society and the NGO community, the Roadmap aims to elevate UNESCO’s crosscutting contribution to the fight against racism and discrimination.

Emphasizing the critical role of centering race in the formulation and execution of socioeconomic development strategies, the Global Forum will feature round tables, workshops and side events that will discuss the narratives that have contributed to various forms of racism and discriminations and its ongoing ramifications.  

 

Discussions will focus on topics such as:

  • Building inclusive policies;
  • Advancing gender equality;
  • Enhancing the capacities of civil society;
  • Approaching artificial Intelligence and its role in perpetuating racism;
  • Protecting the rights of indigenous peoples;
  • Bolstering the roles of cities, civic spaces, artistic and academic communities;
  • Leveraging social philanthropy to address racial inequity.
